Colombia is going through the greatest crisis of its history. Not only is terrorism a way of life and drug lords have tremendous power, but an even greater threat looms over this suffering South American country.
Ana Muñoz de Gaviria, when she was Colombia's First Lady, visited JOICFP (Japanese Organization for International Cooperation in Family Planning-IPPF's Japan collaborator) on May 1st, "to exchange information". She was accompanied by six people, including three representatives of the Embassy of Colombia, led by Ambassador Rodrigo Villamizar. At that time, it seems plans were drawn up for the approval and implementation of mandatory sex education from Kindergarten, for all Colombian children.
During the meeting in Japan, the First Lady said that Colombia had implemented "a national sex education campaign", aimed at the community, which "is being executed in cooperation with NGOs," probably primarily PROFAMILIA-IPPF's Colombia affiliate. "Noting that Colombia and JOICFP share objectives", she "called for discussions on the possibility of joint action in the future", according to news accounts of her visit. It is obious that "joint action" means IPPF sex ed will enter all Colombian public schools.
Colombia's First Lady at that time, also declared during her visit to Japan's IPPF affiliate, that in her country, 63% of the young people between 15 and 19 years old who have sex, do not use contraception and supposedly sex education is needed for this purpose. She claimed: "We must do our utmost to educate this vulnerable group if we are to truly look after the welfare of our citizens". (JOICFP News, June, 1992.) Is giving Colombian youth dangerous drugs and devices promoting their welfare? Is removing all religious teaching (the only effective way to teach and promote chastity) from the public schools going to help stop promiscuity? Mrs. Gaviria seemed to be more concerned with stopping pregnancies than with conserving the health and moral values of Colombia's youth!
Colombian Kindergarten and first grade teachers are already being brainwashed and desensitized at "seminars", where they are taught how to indoctrinate the children in the ways of Planned Parenthood and its cohorts. Among the plans that PROMOVER (Presidential Program for Youth, Women and the Family) has for Colombia's youth are "Centers of Information for Youth" and a "National Plan for Sex Education". At the sex education congress which took place in Río de Janeiro, Brasil (15-19 June), co-sponsored by UNFPA, IPPF and JOICFP and euphemistically called "Latin American Encounter on Adolescent Health", the "sex indoctrinators" drew their plans and vowed to invade every Latin American country with their hedonistic philosophy.

The real problem as they saw it, was not that adolescents are having sex, but that they are not using contraceptives. The goal seems to be recreation without procreation, a typical Planned Parenthood phylosophy.
Rafael Sánchez, of the Brazilian Dept. of Health stated that adolescent pregnancy is a social disease (sound familiar?). Also, he said, that health programs must prevent the first pregnancy, so that girls will have the pleasure of sex without the consequence of pregnancy.
All leaders of Latin American organizations who attended the sex-ed congress were encouraged to implement in their own country, the proposals presented. UNFPA's representative promised the support of this organization in implementing the necessary changes throughout the Hispanic coutries. Other organizations are already initiating aggressive adolescent programs. In order to involve adolescent in sexual matters, BEMFAM (Brazil's IPPF affiliate), is promoting "recreational" activities, including sex related topics. There is a "health center" in Sao Paulo which makes sex education and contraceptives/ abortifacients available to adolescents. ECOS, a Brazilian organization, produces school materials -especially videos- on contraception. Two videos produced by ECO are "Make it Happy" and "Going About Life with Love and Know How". Both teach contraception to adolescents.
Guatemala's IPPF affiliate, APROFAM, has also made great "progress" in this respect, even though the government has yet to officially allow its "sex indoctrinators" and perverted materials into the public schools. APROFAM has an "adolescent center" called "Centro del Adolescente El Camino", where contraceptives have been given to minors for over eleven years. It also has a "hotline" similar to Miami's "The Link", through which trained counselors give information and advice on sex education, contraceptives and abortifacients. APROFAM claims that its "educational activities" also include some churches.
Of course, it stands to reason that IPPF and its cohorts would now more than ever turn to the youth for marketing their contraceptives and abortifacients. The population controllers will soon be out of the birth control business, with the advent of Norplant and the very high rates of sterilizations. Having succeeded in massively implementing their sex education and their contraceptives and abortifacients programs for the youth of Mexico, they now turn to Colombia which is their "showcase" for lowering the fertility rate. This "triumph" was achieved through contraception, abortifacients, sterilizations, early abortions -euphemistically called "menstrual extractions"- and other illegal abortions done at clinics that even advertise freely in the media.
The anti-life strategy in Colombia is very clear. In a short paragraph published in "The Lancet" (October 5, 1991), pro-abortionist Malcom Potts explained how easy it was to "enshrine the right to family planning" in the new Colombian constitution, while the bishops were "silent on this issue during the constitutional debate", and "focused instead on divorce.... and the concordat between Colombia and the Vatican", which was being negotiated at that time.
Gaviria, Colombia's First Lady, who signed the agreement for the implementation of sex education, called a meeting of First Ladies from Latin America and the Caribbean in Cartagena in September, and invited JOICFP (and IPPF through this organization), as well as UNFPA and NGO's. Among their "major areas of concern were early pregnancy, the spacing of pregnancies and FP information dissemination and service provision to enable couples (note no mention of marriage), to select the most appropriate methods of contraception", according to Gaviria. All these were items for discussion at the September meeting in Colombia. Can school based clinics be far away for Colombia and the rest of Latin America? How many First Ladies has IPPF and its cohorts already won over?
Japan's JOICFP -IPPF collaborator- which produced several films for adolescents that border on kiddie porn, one of which ("Música para Dos"-"Music for Two") was purchased by UNICEF ("Evaluation Report, Integrated Project and IEC Materials in Guatemala and Mexico", December 14, 1991); is the main promoter of Planned Parenthood's sex education in Latin America. According to its magazine, "JOICFP's goals are to promote better health and advance family planning for people in the developing countries." It conducts the following activities: trainings, international meetings, development of educational aids, commodities assistance, research and study, etc. JOICFP "engages in close contacts, consultation and cooperation with the Government of Japan (the Ministry of Foreign Affairs and the Ministry of Health and Welfare), the Japan International Cooperation Agency (JICA), and such international organizations as UNFPA, UNICEF, WHO and IBRD, governments of countries adopting IP, and non-governmental organizations working in the developing countries, like the International Planned Parenthood Federation". According to former World Bank president, Robert McNamara, who spoke at a recent meeting of Population Forum 21 in Tokyo (20 April), "Japan is destined to play a larger and larger role on the world scene". It seems Japan's government is already having an active role in the promotion of inmoral sex education, contraceptives/abortifacients among Latin American children.
The Colombian Episcopal Conference called on all Catholics and other "good-willed Colombian people" to "publicly and massively protest in all cities and towns", and to call on congress to maintain religious education in the public schools, as well as moral and ethical values. Brave bishops and lay people have started "Laicos por Colombia", a political party of the people that is battling these evils, headed by Dr. Carlos Corsi, a Catholic legislator.
Senator Corsi addressed a letter to the Colombian president, asking him to order the Minister of Education "to withdraw the project". He also called all citizens to a massive protest, following the example of Ghandi's non-violent action. We pray for Colombia and its people, may God inspire and lead many to heroism and victory.
